Questionnaire on Norms and Standards for Quality of Education. From 7 to 12 April, the Special Rapporteur carried out an official country visit to Tunisia to assess efforts to implement the right to education.
From 12 to 13 February, the Special Rapporteur participated in the adopting Conference Abidjan Guiding Principles on the human rights obligations of States to provide public education and to regulate private involvement in education. From 3 to 5 December the Special Rapporteur attended the Global Education Meeting , convened by UNESCO in Brussels, Belgium, to review progress made towards the global education targets and commitments in the Agenda for Sustainable Development and identify priority areas requiring political guidance and intervention for the effective achievement of the Education Agenda.
On 14 June, the Special Rapporteur participated as a panelist in an inter-sessional workshop on the right to peace, organized in Geneva by the Office of the United Nations High Commissioner for Human Rights. The aim of the Conference was to raise funds for implementation of the Global Partnership for Education strategic plan which focuses on education in developing countries. She met with stakeholders and visited educational institutions in Abidjan, Bouake and Yamoussoukro.

On 28 June, the Special Rapporteur was a panellist at the high-level event on action in education for the implementation of Sustainable Development Goal 4, organized by the President of the General Assembly, in New York. In her intervention, she focused on the role of the right to education in achieving the Sustainable Development Goals.
From 18 to 22 June the Special Rapporteur visited the Foro Dakar in Honduras to review the situation relating to the right to education in that country. Her address focused on encouraging engagement by civil society in the implementation of Goal 4 of the Sustainable Development Goals. This report reviewed the impact of strategic litigation on strengthening the right to education in 11 countries.
The consultation engaged with States, civil society, human rights organisations and experts on developing human rights guiding principles on State obligations with regard to the provision of education, including private schools. This seminar addressed the role of human rights and the promotion of the right to education in Latin America.
From September, Ms. He spoke with the Minister of National Education, the President of the Senate Education Commission and with civil society organizations about giving paramount importance to regulating the private schools operating in Haiti without any control by public authorities, and of the key importance of preserving education as a public good.
On 26 July, he addressed a high-level panel convened by civil society organizations in Dakar on the Education agenda and on financing education, and emphasized the key importance of domestic resource mobilization. On 21 July, the Special Rapporteur addressed the opening of an event organized by Education International to launch its report on the privatization of education in India, in particular the negative effects of the initiative by the government of Andhra Pradesh to develop a partnership with Bridge Academy.
He called upon public authorities to safeguard education from commercialization. On 20 July, he gave a talk at the National University of Educational Planning and Administration, in New Delhi, on financing education and the implementation of the Education agenda.
He emphasized the need to mobilize maximum resources for the realization of the right to education, while recognizing the importance of social responsibility in education, as well as of philanthropy. On 15 July, the Special Rapporteur gave the inaugural address at a national seminar on the social dimensions of the Agenda for Sustainable Development organized by the Council for Social Development in New Delhi. He underlined the key importance of social justice and equity with social responsibility in education to overcome disparities in access to education.
From 27 and 28 June, he addressed a round table on public-private partnerships in crisis-affected and fragile States organized by the Open Society Foundations in New York. On 23 June, the Special Rapporteur addressed the opening of a conference on the implementation of the Continental Education Strategy for Africa convened by the African Commission in Addis Ababa.
He warned against the mushrooming of privatization leading to violation of the right to education and the need to regulate privatization and ensure that education was safeguarded as a public good.
From 20 to 22 June, he addressed the opening session of the International Conference on the Use of Contract Teachers, convened by the International Task Force on Teachers for Education for All in Addis Ababa, highlighting the abusive practices in the employment of teachers in private schools that undermine their status, and the need to regulate this phenomenon. On 4 May, the Special Rapporteur participated in a high-level panel on financing education in the context of the Agenda for Sustainable Development organized by the Ministry of Foreign Affairs of France, the International Organization of la Francophonie and the Education Coalition.
On 28 April, he interacted with a group of academics and civil society activists at an event organized by the International Organization for the Right to Education and Freedom of Education in cooperation with the United Nations Library at the Palais des Nations in Geneva, and exchanged ideas with respect to the right to education and lifelong learning in the context of the Agenda for Sustainable Development.
On the same day, he held discussions at the International Labour Organization ILO with some professionals on skills development and technical and vocational education and training, as well as questions related to teacher training and their professional development. On 21 April, he gave a public lecture on social responsibility in higher education at the Manchester International Law Centre, University of Manchester, and highlighted the social function of universities and challenges to fostering professional excellence while serving the community.
On 15 March, the Special Rapporteur met with representatives of the Platform on the Right to Education to talk about the work being done in fulfilment of his mandate.
On 14 March, the Special Rapporteur participated, as a panellist, in an event organized by the Permanent Mission of the Plurinational State of Bolivia to the United Nations Office and other international organizations in Geneva, and addressed the education-related goals in the post sustainable development agenda.
In his address, he discussed Indian education policy and the challenges it faces in realizing the right to education, particularly regarding its national legal system and the sustainable development agenda.
On 3 February , the Special Rapporteur held discussions with the Brussels-based organization Education International on a potential collaboration on the theme of privatization and commercialization of education. During the discussions, the Special Rapporteur and the representatives of Education International spoke of how to jointly promote government accountability in education in the sustainable development agenda and how to collaborate on advocating quality education for all as a fundamental human right.
On 23 November, the Special Rapporteur addressed the opening session of the regional consultation and dialogue on a framework for action on Education for West and Central African countries, organized by the UNESCO regional office in Dakar and partners.
He emphasized the need for taking specific measures, including the establishment of monitoring mechanisms, to make progress in implementing the Education agenda. The meeting aimed to create a network of universities. The Special Rapporteur spoke about the right to higher education and proposed public policy responses to the internationalization of higher education.
He spoke of the current challenges, including privatization, lack of investment and private-public partnerships in education. The event was organized by the Moscow State Institute of International Relations and a consortium of leading Russian universities.
He spoke on the right to education, the importance of skills development, new modalities for recognizing studies and qualifications gained in different places, especially in private higher education institutions, the need for regulating privatization and safeguarding humanistic mission of education. He focused on the right to education and the challenges of globalization, underlining the importance of upholding the ideals and principles of the United Nations.
On 12 and 13 October, the Special Rapporteur participated in the international seminar on human rights education organized by the Independent Permanent Human Rights Commission of the Organization of Islamic Cooperation and the Government of Indonesia, held in Jakarta. In his address, he discussed the need to promote human rights education through public education policies. During his stay, he also gave a lecture at Kutafin Moscow State Law University on the right to education.
He spoke of literacy as a right and about the relationship between that right and lifelong learning, and focused on its implications and conceptual issues in view of the sustainable development agenda to be adopted by the General Assembly. On 5 September, he gave a public lecture on contemporary issues and challenges relating to the right to education for emerging and developing countries at the Centre for Social Sciences and Humanities, also in New Delhi.
On 21 August, the Special Rapporteur gave an opening address at an international symposium on the grassland silk road and world civilization organized by the Inner Mongolia Academy of Social Sciences and held in Huhhot, Inner Mongolia Autonomous Region of China. He highlighted the importance of the symposium in providing a better appreciation for the richness of intangible heritage. On 18 and 19 August, the Special Rapporteur participated in a forum on the development of Xinjiang, China.
In the opening address, he underlined the importance of the forum in the context of the post sustainable development agenda, of developing skills, of international development cooperation and of adopting an integrated approach to education. On 28 July, the Special Rapporteur participated in a webinar on the challenges posed by public-private partnerships in realizing the right to education, convened by the Oxford Human Rights Hub and the Open Society Foundation.
From 21 to 24 July, the Special Rapporteur participated in the seventh World Congress of Education International, held in Ottawa, and underlined the need for a dynamic global response to safeguard education from it commercialization and preserve education as a social good and the importance of the resolution adopted by the World Congress on privatization in and commercialization of education.
On 23 June, he spoke at the regional ministerial caucus, addressing key issues relating to the right to education. He emphasized the need to ensure the quality of education and safe school environments. He urged States to ratify international human rights conventions, combat gender stereotypes and take positive actions in favour of girls.
On 18 June, the Special Rapporteur held an interactive dialogue hosted by a Geneva-based non-governmental organization, Platform on the Right to Education, at an event organized to discuss continued engagement in his work and his latest report to the Council.
His intervention underlined the need to address the concerns raised by growing privatization in education, and need for effective mechanisms to control.

On June 10, the Rapporteur participated in a Roundtable Expert Consultation on Public Private Partnerships in Education, hosted by the Open Society Foundation, London, and interacted with experts from universities in Europe, North America and Asia, while addressing the issues private-public partnerships and the right to education in their interface with the privatization in education. On 22 April, the Special Rapporteur gave a guest lecture at the Cornell Law School on negative effects of privatization in education, highlighting State obligations and the need for preserving education as a public good.
On 15 April, the Rapporteur delivered a statement at the opening of the General Discussion on the Right to Education of Persons with Disabilities, organized in Geneva by the Committee on the Rights of the Persons with Disability, with a view to formulating a General Comment on article 24 Right to Education of the Convention on the Rights of the Persons with Disability.
On 26 March, the Special Rapporteur gave keynote address focussing on preserving education as a public good in face of negative effects of its privatization at a session on the Right Quality Education and Post Development Agenda, organized on the occasion of the World Social Forum in Tunis. On 23 February, the Special Rapporteur addressed the opening of the World Assembly of the Global Campaign for Education, in Johannesburg, underlining the need for safeguarding education against forces of privatization.
The World Assembly in its deliberations aligned itself fully with recommendations the Special Rapporteur made in his report of to the General Assembly. From 28 to 30 November, Mr. Singh attended the World Human Rights Forum in Marrakech, Morocco, where the Special Rapporteur interacted with a large number of civil society organizations.

On 20 November, the Special Rapporteur gave the inaugural address at a meeting on service learning organized by the University of Rioja, Spain. On 21 October, Mr. Singh participated in a side event in New York hosted by Transparency International and Penal Reform International on corruption and its impact on human rights. On 20 June, the Special Rapporteur attended a side event hosted by Tunisia on the resolution related to the repatriation of funds of illicit origin. Singh participated in a panel discussion on the right to education and skills development, hosted by the Permanent Missions of Portugal and Qatar.

During the visit, Mr. Singh met with various Government authorities, international organizations and NGOs, and visited schools and post-secondary institutions. As a result of the visit, the expert will prepare a report that will be presented at the UN Human Rights Council in June , providing recommendations on the enhancement of the education system.
